LAS VEGAS – A Texas visitor won $1,896,388.88 on a slot machine at Resorts World Las Vegas on Aug. 7, hitting a Dragon Link Grand progressive on a $250 spin, the casino said. That machine cannot legally be offered anywhere in Texas.
A $250 Spin Eight Minutes Into The Session
The jackpot landed late Friday night on a Dragon Link machine, the property told News 3 Las Vegas. The guest, who was visiting from Texas and playing alongside friends, had been at the machine about eight minutes when the Grand progressive and the bonus winning combination came in together.
The wager that paid was $250, the casino said. The casino did not identify the winner.
Chapter 47 Puts That Machine Off Limits At Home
Texas Penal Code Chapter 47 makes it an offense to own, manufacture, transfer or possess a gambling device with intent to further gambling, and the chapter’s definition of a gambling device covers a machine that awards something of value by chance.
The constitution constrains the state further. Under Article III, Section 47, it orders lawmakers to outlaw lotteries and gift enterprises, carving out charitable bingo, charitable raffles and the state lottery and nothing more. No provision authorizes a commercial casino, and no Texas agency issues a casino license.
Class II Bingo Is The Ceiling On Tribal Floors
Federal recognition in Texas runs to the Kickapoo Traditional Tribe of Texas at Eagle Pass, the Alabama-Coushatta Tribe of Texas at Livingston and the Ysleta del Sur Pueblo at El Paso. All three run Class II electronic bingo rather than slot machines. Slot machines and live table games are Class III, which the Indian Gaming Regulatory Act permits only under a tribal-state compact, and Texas has never signed one.
That gap is why so much Texas money is wagered across state lines. Texans bet billions in Oklahoma, where tribes operate Class III floors under compacts their own state negotiated.
What Texas Law Does Allow
Three legal channels remain open inside the state. The Texas Lottery, administered by the Texas Department of Licensing and Regulation since Sept. 1, 2025, sells draw and scratch tickets. Charitable bingo and charitable raffles run under the same agency’s licensing.
Pari-mutuel wagering on horse races is legal at licensed tracks and simulcast outlets under the Texas Racing Act, regulated by the Texas Racing Commission, and Texas horse betting is the only wagering on a live sporting event the state authorizes. Nothing in that list includes a slot machine, a sportsbook or a casino table.
No Texas Regulator Would Hear A Dispute Over That Payout
The jurisdiction question follows the machine. Under Nevada Revised Statutes 463.362, a casino must notify the Nevada Gaming Control Board immediately when a patron dispute involves at least $500. A board agent then investigates and mails a written decision within 45 days, and either side has 20 days to petition the board to reconsider it. Texas has no equivalent forum for a slot dispute, because it licenses no slot floor for a regulator to police.
Offshore casino sites accept deposits from Texas residents, but they hold no Texas license, answer to no Texas regulator and give a player no state forum if a jackpot is contested. That distinction separates a wager placed at a licensed Nevada property from one placed through the Texas gambling sites that operate from outside the state.
Changing The Law Takes A 2027 Amendment
A commercial casino in Texas takes a constitutional amendment, which requires two-thirds of both chambers and a majority of voters. The Legislature meets in regular session only in odd-numbered years, and its next one convenes Jan. 12, 2027.
